wasserman's firm $250,000 contract with the city of oakland to review the police dem and then make recommendations. he says he's still in the stage of gathering information but he did make some suggestions tonight. speaking to a packed community meeting at holy names university, police and consultant robert wasserman says he senses a desire in oakland for action and change when it comes to the city's growing crime problem. >> whether it's from rest dens of this area or folks that occupy it, it doesn't matter. there is energy. we have to get that energy focused. >> reporter: focusing that energy wasserman says means moving to a neighborhood policing model and rebuilding trust between the police officers and the community. it also means, he says, applying something called the broken windows theory. >> and there's a broken window and someone doesn't fission it you will get another broken window and the whole area will eventually deteriorate which e creates a breeding ground for crime. >> joe bratton has sparked controversy. with the homicide rate at a six-year high in 2012, and viol

they believed they stopped at those intersections. so here's what's going on. the city of rockville changed camera vendors. changed the cameras and what they consider to be a red light violation. let's show you video we shot. here's what it looks like. the cameras will flash if the driver crosses the white stop line. also videotaped drivers making right turns on red but they'll get a ticket if they don't come to a complete stop before making the turn. westbound at research. 5087 tickets in 2012. only 1043 in in 2011. 4087 in 2012. only 756 last year . this is a brand new camera. it only began operating in august. 3981 in five months. here's what aaa had to say about that. >> in one year we saw the numbers of red light runners go from 8600 to 18,000 just shy of 18,000. now, what changed? the vendor and the methodology. doesn't mean that suddenly we have a whole rash of drivers in rockville that think it's all right to run red lights. there was no change in drivers. >> reporter: now aaa says using those stop lines as a trigger for red light violations may be contrary to guidelines that the fe

what else the cameras will capture. >>> a lot of cameras here in the city of rockville doing just that, flashing and taking pictures of license plates. the question in this latest red light camera debate are drivers at cameras being targeted. flash after flash after flash at some intersections here in the city of rockville. the city has a new type of camera watching over traffic, it takes video and can also calculate speed. >> it's about a 12-second video clip that you can watch the violation in progress. >> reporter: what makes them so unique is they can see if cars are coming to a complete stop. sensors called pucks can tell how fast ash and if a right turn is faster than 13 miles an hour and the whole car is over the while line, the camera flashes. >> how fast is a right turn, we came to show you, this is a right turn at about 13 miles an hour. you can see that's pretty fast to be going through an intersection. aaa in rockville says red light camera tickets are up over 100%. >> here's the great irony of it. if you go through the light on yellow, or the lights turns to red while you'

is pouring in from around the world and we begin our coverage with alan pizzey in vatican city. >> reporter: good morning. the announcement took a lot of people by surprise yet it is said the pope had discussed this two weeks ago with two or three people who are very close to him. the pope said he made this decision after long and careful consideration and prayer and thought. in his statement announcing it he said, i have come to the certainty that my strptength, due to an advanced age, are no longer suited to the adequate exercise of the petrine ministry meaning he's too tired to go on. the papal spokesman said there was no specific illness that they know of he's not in danger of dying tomorrow or anything but he's just decided it was time to go. he will resign at 8:00 p.m. rome time on february the 28th. afterwards, there will be a conclave of cardinals. they will try to have a new pope elected by march the 24th, which is the beginning of holy week. it's not necessary for them to do it, but the feeling here is that they will probably be able to do that. benedict xvi in
